About Basin Environmental & Safety Technologies
Basin Environmental & Safety Technologies (Basin) is a Native American-owned small business with our corporate office located in Oklahoma City, Oklahoma. Basin was founded in 2003 and began with a staff of 3 employees providing local safety training and consulting.

Today, Basin has become one of the premier environmental and safety companies in the region, providing a vast network of EHS services. This continuous growth has enabled us to expand our services into areas that include laboratory chemical packing, environmental remediation, emergency response, well pad construction, and hazardous / non-hazardous waste transportation services.
Due to significant growth in our environmental waste transportation division, in January of 2016, Basin Transportation, LLC was formed in order to expand our regional footprint to a national presence beginning with yards in Chicago, IL, Houston, TX, McAlester, OK and Oklahoma City, OK.
Meet Our Team
Randall D. Holleyman
Chief Executive Officer
In 2003 he co-founded Basin Environmental & Safety Technologies which now also includes Basin Transportation, adding to several other businesses he has owned and operated throughout his career. He is a Registered Professional Engineer in the State of Oklahoma (P.E. No. 13999). In 1974 he received a Bachelor of Science degree in Engineering, and later in 1987, he received a Master of Science degree in Economics and Engineering, both degrees from the University of Oklahoma. During his career he has served key management positions for multiple companies while managing personnel and directing day to day operations. He is currently the CEO of both Basin Environmental & Safety Technologies and Basin Transportation.
Broc Holleyman
President and Chief Operating Officer
As President and Chief Operating Officer (COO), Broc is responsible for managing the overall operations of the companies. He provides leadership and guidance to ensure the tactical and strategic goals of the organization are achieved. Through his tenure with the companies, starting in February of 2003, Broc has advanced in leadership roles to include Sales Manager, Operations Manager, Vice President of Sales and Operations, Chief Operating Officer and in January of 2016, promoted to President and COO of Basin Environmental & Safety Technologies and Basin Transportation.
Jeff Delgado
Vice President, Sales & Marketing
Jeff has been with the organization since 2009 and in the service industry for over 20 years. He has extensive experience in sales, marketing, management, operations, customer service and building strategic alliances. Jeff oversees our sales and marketing efforts, as well as our strategic partnerships at Basin Engineering, Basin Environmental & Safety Technologies and Basin Transportation.
David A. Walls
General Counsel
David has been with the companies since 2006 when he accepted the position of General Counsel. Prior to that, he was in private practice as a Director of one of Oklahoma’s largest law firms. After beginning his career as a trial lawyer, David’s practice transitioned to a specialization in all aspects of corporate law. As part of the Basin Management Team, David handles all the legal affairs of the organization and supervises the Human Resources effort.
Terry L. Crocker
Chief Accounting Officer
Terry L. Crocker has over 30 years of management experience both domestically and internationally with various service companies. During this time, Terry has held Controllership and Vice President - Finance & Administration positions in multinational companies in the United States, Indonesia, Egypt and Tunisia.
